Meziantou.FrameworkXmlDocumentParser Class
Parses XML documents (https://html.spec.whatwg.org/multipage/xhtml.html#parsing-xhtml-documents). External entities are never loaded; the XHTML DOCTYPEs declare the HTML named character references.
