The document of a BrowsingContext has a global registry (Window.CustomElements). Other documents (parsed without a browsing context, DOMParser, createHTMLDocument()...) have no registry: use a scoped registry (new CustomElementRegistry()) and CustomElementRegistry.Initialize, or HtmlParserOptions.CustomElementRegistry.
