Scans the GitHub Actions lock file (.github/workflows/actions.lock) for the resolved actions used by the workflows, and the actions these actions use.

The entries of the lock file are not updatable, as they record the commit and the identity of the repository. The commit, ref, hostname, owner_id and repo_id values of an entry are reported in Dependency.Metadata under the commit, ref, hostname, ownerId and repoId keys.
