Remarks
The pipeline is captured while the host builds it. A snapshot taken before that — from an IHostedService that starts before the web host, or before StartAsync — reports false and an empty MiddlewarePipelineDebugSnapshot.Pipeline. This distinguishes "not captured yet" from "captured, and empty".
